OSHA Process Safety Management (PSM) of Highly Hazardous Chemicals (29 CFR 1910.119) is the US regulatory framework for preventing catastrophic releases of toxic, reactive, flammable or explosive chemicals. It applies to facilities exceeding threshold quantities of Appendix A chemicals or 10,000 lbs of flammables. PSM consists of 14 interrelated elements; failure of any element creates risk. EPA Risk Management Program (RMP, 40 CFR Part 68) mirrors PSM for off-site impacts.
